スクラッチ印刷の切手は、1996年にニュージーランドで発行されたのが最初で、右側のタブのスクラッチ部分にアルファベットが隠れており、"H","O","Y","T","S"の５種類を揃えて応募した人の中から景品が当たるというものでした。その後スクラッチの切手はオランダ、フィンランド等から発行されています。
New Zealand issued a set of 4 stamps who have tabs printed with layering of silver "scratch -off" ink in 1996. Scratch and find an alphabet letter. When 5 letteres ("H","O","Y","T","S")　were completed, they could participate a special lottery. Then, Netherlands, Finland and some other countries also issued Scratch-off stamps.
